Is my project eligible?

For your project to be eligible for funding under the Community Change Grants (CCG) program, you must fulfill certain criteria.

First, eligible applicants must fall into one of two categories:

  • A partnership between two community-based nonprofit organizations (CBOs), or
  • A partnership between a CBO and one of the following: a federally recognized Tribe, a local government, or an institution of higher education.

Note: While the CBO does not have to be the “Lead Applicant,” all statutory partnerships must include a CBO.

Eligible projects must also benefit a disadvantaged community. For the Community Change Grants project, eligible communities include:

  • A community labeled as disadvantaged on the Environmental Protection Agency (EPA) IRA Disadvantaged Communities Map,
  • A farmworker community made up of individuals with no fixed work address, or 
  • A Disadvantaged Unincorporated Community (DUC). DUCs are defined as a place that lacks fixed boundaries and shares common characteristics and conditions (for example, absence of permanent water or sewer services, or acceptable housing). This includes all areas defined as Colonias by the U.S. Department of Housing and Urban Development (HUD).

All projects must reach completion within three years of receiving funding.
